When asked if he would cut funding to Los Angeles following the wildfire disaster, President Donald Trump set clear conditions he needed to have met, appearing to threaten to withhold federal disaster relief unless the state did the things he insisted upon.

Trump spoke to assembled press on an airport tarmac in Asheville, North Carolina, after surveying the hurricane-stricken area before taking off to California to survey the wildfire disaster area in the Los Angeles metropolitan area.

An unidentified reporter asked Trump if he plans to “cut off funding to Los Angeles because of its sanctuary city policy.”

Trump replied that he wanted “to see two things in Los Angeles: voter I.D. so that the people can vote. And I want to see the water be released and come down into Los Angeles and throughout this state.”

“After that, I will be the greatest president that California has ever seen,” Trump added, suggesting that aid would be forthcoming.

Trump has continually blamed California Gov. Gavin Newsom for withholding water from Northern California, even going so far to call on Newsom to turn on the “water main,” despite the governor’s insistence that there is no massive spigot like Trump is suggesting exists.

“I want the water to come down and come down to Los Angeles and also go out to all the farmland that’s barren and dry. You know, they have land that they say is the equivalent of the land in Iowa, which is about as good as there is anywhere on earth,” Trump continued. “The problem is it’s artificial because they artificially stop the water from going onto the land.”

“So I want two things,” he reiterated. “I want voter ID for the people of California. They all want it. Right now, you have no you don’t have Voter ID People want to have Voter ID. You want to have proof of citizenship. Ideally, you have one day voting. But I just want Voter ID. as a start and I want the water to be released. And they’re going to get a lot of help from the U.S.”
